Bug 127856 summarizes
* picking a language [in the status bar] should change the cell section's text
language
* clicking "More..." should always lead to the Font tab in the Format Cells
dialog

We currently change the language for the whole document resp. "For All Text".
To merge the requests I'd say you have to select the sheet in order to set the
language on all cells - if the per cell patch is done. => DUP
