You can multi-select text boxes with Shift (not ctrl) and group. But not
frames. And I cannot fully agree with the use case since Writer is meant for
structured text. Draw/Impress allow to group text boxes, tables, and images
OTOH.

I wonder if that's possible at all (we are restricted by the file format and
the need for interoperability). Regina, any insights?
