Indeed it defaults to yellow.

One thing I did not understand... you want each Character Highlight control to
remember its own color across multiple Writer sessions? Or do you want to use a
single Character Highlighting control and have it remember its color?

Note that having multiple controls remembering their own color would make it a
lot more complicated.

Anyways, this is a topic for the UX team.
