We discussed the topic in the design meeting.

Comment 70 and 78 are wisdom, and a good proposal is missing too. On the other
hand, compatibility is prime and neither prev/next page nor any offset are
stored with docx. MS Word allows an offsets per field code like "{={PAGE}-10}
of {={NUMPAGES}*20}" showing as "-9 of 80". But it wont be stored as a field
when saving as ODT.

In the end we do not have the expertise to decide on the matter. The
functionality is unclear, the need to describe an offset in the way ODF does
not what exactly user expect (beyond a negative offset for cover pages) is easy
to follow.
