IIUC the complaint is that the modifier keys are literal.

That is, for keyboard mappings where a <Shift> modifier is needed to reach
alternate keycode, the '<Ctrl>+#' shortcut is unreachable, and is instead
emitted as <Ctrl>+<Shift>+3 on an en-US keyboard.

Likewise for an unreachable '<Ctrl>+=' shortcut, where it is emitted as
<Ctrl>+<Shift>+= on an en-US keyboard.

But there has been no change in keyboard shortcut behavior.

Not clear if there is any benefit to refactoring to expand the available
keysyms to assign. But that is the ask of bug 115052
