And I claim, that what you tell is 100% misconception, and in all cases, a
change in page numbering is associated with a break of content in a way that
the following content must start on a new page. And so, association of page
numbering with page breaking is natural and correct. Please disprove me.

And that is a different problem of allowing to not insert empty pages, and
unassociating even/odd page numbers from left/right pages.
