There isn't a bug report in the LO tracker, but there are quite a few
in the OO.o issue tracker. The basic issue number is 89042, with
97116, 102270, 107241, 113375, and 108072 marked as duplicates.

Interestingly, these reports also mention that an opening single quote
has the same problem, which I hadn't tested, and can't at the moment
since I'm at work. But my patch should also fix that issue, since the
single quote also lives in unicode block 40, which means it would
suffer from the same problem.
