[REVIEW] Hardcode cairo canvas off for Mac OS X and Windows

Hello all,

It would be great to have these commits by Tor Lillqvist, maybe
squashed into one, into -3-5 branch

These commits hardcode --disable-cairo-canvas in configure.in for
Windows and Mac builds.
This will make daily builds and people's own builds disable it too.

P.S. And maybe this one by Michael Meeks too?
