Well, I reckon https://bugs.freedesktop.org/attachment.cgi?id=58434 is
likely to be the right fix. 

i.e. https://bugs.freedesktop.org/show_bug.cgi?id=46923

But lets take the conservative approach for 3-5 anyway, so reverted the
original windows-glyph-fallback improvement attempt now in 3-5
