Deploying in windows machines

Sorry for disturbing but I am dealing with a bug in a scripted
installation of LO 3.6.2.

Although it install OK with a script calling msiexec (msiexec return
code = 0), the first invocation of LO gives

Where possibly is this bug due to? A single install with the vanilla msi
package works OK. All machines are W7 pro, locale = pt-BR.
