By "integrating" here you mean to add it to the LO dictionary
repository, which is a prerequisite to *bundle* a dictionary with the
TDF release builds' install sets respectively their languagepacks. There
is no other reason to add a dictionary to the LO dictionary repository.

I fail to see why LO should bundle it. Your specialized dictionary is
a perfect use case to publish it on the extensions site. Note the other
mail I wrote in this thread about language tag and dictionaries.xcu
