Reasoning, as per <a href="http://wiki.documentfoundation.org/Release_Criteria">http://wiki.documentfoundation.org/Release_Criteria</a>:
- The bug renders a function completely unusable, namely reports with charts.
- bug is certainly reproducible by a lot of users, seeing the confirmations
in the bug itself, and the duplicates
- The bug is a regression to the 3.4.x series
- There is no workaroundd at all: If you want to use your reports, you need
to revert to an older version of LO.</pre>
