[Libva] [PATCH][G45] Don't return success for unimplemented functions

Hi,

This patch makes sure we don't return VA_STATUS_SUCCESS in unimplemented 
functions. Rather, VA_STATUS_ERROR_UNIMPLEMENTED is used except for 
vaDeriveImage() where we have to make it VA_STATUS_ERROR_OPERATION_FAILED 
to match the documentation.
