[Libva] [ANNOUNCE]intel-driver-1.0.18

This release requires libva-1.0.16 and brings the following changes: 

* Add JPEG decoding on Ivy Bridge
* Add support for a new Ivy Bridge chip
* Add support for vaSyncSurface() and vaQuerySurfaceStatus() (Dmitry Ermilov)
* Fix decoding of MPEG-2 videos with implicit IQ matrices
* Fix concurrent creation of VA objects (MT safety)
* Fix decoding of large resolution videos (up to 4K on IVB)
