[Libva] [ANNOUNCE] libva 1.3.0

Hi,

Libva 1.3.0 is now available at
http://www.freedesktop.org/software/vaapi/releases/libva/

The version of VA API is bumped to 0.35.0

This version brings the following changes:

* API: add support for VP8 decoding

* API: drop VAEntrypointMax enumeration

* Enhancement for VA trace utility
