[Libva] [PATCH] *** JPEG Encode: Send the correct header information ***

The App needs to send the correct jpeg header information for the decoding to happen correctly.
This patch performs correct normalization of the quality factor and scaling of the Quantization 
tables based on this normalized quality factor.
