v2: Fix handling of arrays-of-structure.  Thanks to Eric Anholt for
pointing this out.

Fixes piglit glsl-1.20/execution/uniform-initializer/fs-structure-array
and glsl-1.20/execution/uniform-initializer/vs-structure-array.
