[Mesa-dev] EXT/ARB direct state access extensions

Ok. It would be helpful to note the progress in the docs/GL3.txt file.

The overview of ARB_dsa summarizes the difference between it and the
EXT variant, so I understand the undesirability of implementing
EXT_dsa.
