build enviroment (LLVM packages for Debian from llvm.org/apt).

I couldn't use <span class=""><a href="attachment.cgi?id=91764" name="attach_91764" title="--system-libs patch without newline hack">attachment 91764</a> <a href="attachment.cgi?id=91764&action=edit" title="--system-libs patch without newline hack">[details]</a></span> <a href='page.cgi?id=splinter.html&bug=70410&attachment=91764'>[review]</a>, since apparently the patch from <span class=""><a href="attachment.cgi?id=91751" name="attach_91751" title="llvm-config patch to place system-libs on a single line">attachment
91751</a> <a href="attachment.cgi?id=91751&action=edit" title="llvm-config patch to place system-libs on a single line">[details]</a></span> <a href='page.cgi?id=splinter.html&bug=70410&attachment=91751'>[review]</a> hasn't landed in LLVM's tree yet (at least not before r198682).
