Screenshot with GALLIUM_HUD=fps showing FPS drops (DynamicLights=true)

Ok, trimming the trace didn't really work. So I've uploaded a trace with the
DynamicLights option set to true and another with it set to false to:
-
<<a href="http://dev.carbon-project.org/debian/mesa.bugs/84570/borderlands2.dynlights.trace.7z">http://dev.carbon-project.org/debian/mesa.bugs/84570/borderlands2.dynlights.trace.7z</a>>
- <<a href="http://dev.carbon-project.org/debian/mesa.bugs/84570/borderlands2.trace.7z">http://dev.carbon-project.org/debian/mesa.bugs/84570/borderlands2.trace.7z</a>>

Because those files are > 500 MB, even when packed with 7z, I
password-protected the directory to prevent needless downloads. Known Mesa devs
wanting to investigate this, can contact me by e-mail and I send them the
login.

As you can see from the attached screenshot, the framerate gets a lot less
stable, when DynamicLights is set to true. But the basic problem is there even
without it.
