[Mesa-stable] Plans for 10.0.3 release

Hi Carl (and mesa-stable),

I've pushed my series of 3 memory leak fixes to mesa/master.  2 of the
patches are still marked for stable, the DrawIndirect one got dropped
from stable due to review feedback (and it only being an issue on
master).
