Huawei E3131 and the ignored at^ndisdup command

And ... another note: we know for sure that mobile partner will use the dongle 
in the "windows mode". Unfortunately I have no access to a windows box, to 
perform the needed sniffing.
Does someone know the proper message content to switch this device in "Windows 
mode"?
All my attempts gave bad resultrs:
- the device didn't switch
- the device switch to the "normal" mode.
The device ID before the switch is 12d2:14fe, after the switch is the one you 
see in the lsusb of the prev message.
