ModemManager uses Manual or Automatic (OTA) activation to provision CDMA
devices only; e.g. to provision sid/mdn/min/prl... AFAIK this shouldn't
be needed for 3GPP-only devices with a SIM card... or am I missing
something? Maybe we're mixing terms here?
