But PIN2 is not the PIN of a second SIM card; PIN2 (and PUK2) is yet
another level of protection on the same SIM, e.g. for fixed-dialling.
In our case we just assume that PIN1 unlocking is enough for our
purposes, even if PIN2 is still locked. So, the state really does
apply I believe, I mean, the modem is reporting that PIN2 is locked,
and that's fine, we just ignore that for our own states.
