[Nouveau] mesa: extra checks for arrayed object methods

Hi,
This patch adds RING_3D_ARRAY(_NI) macros that use informations from
rules-ng-ng about arrayed methods to perform some extra checks.
This ensure that we don't use broken indexes when invoking them. Might
help to debug wrong capabilities reported to gallium, or broken index
in loops.
