[ooo-build] Dictionaries are not recognized

Sorry to bother with it here but spell checking does not work for me 
even installed as extension in current go-oo 3.1.0 build.
Perhaps, lingu component decided it should punish me for disregarding 
the extension option for dictionaries :)

I read the official documentation, downloaded 2 spell checking 
dictionaries, EN and CZ, installation all fine. Just no spell checking.
The extensions are both in Extension Manager marked as successfully 
installed but in Options / Language Aids and Languages tabs no traces of 
the spell check support for neither en_UK or cs_CZ.
Yes, I definitively restarted OOo, even OS, I am struggling with is 
already for a few days.

I would like to report it to go-oo specific bugzilla but I did not found 
any. Should I use novell one? Or the upstream one?

Extensions were installed to
file:///home/espinosa/.ooo3/user/uno_packages/cache/uno_packages/RsOimx_/dict-cs-2.0.oxt/
file:///home/espinosa/.ooo3/user/uno_packages/cache/uno_packages/Cyms4y_/en_GB-oed.oxt/
they are there only in exploded form (directories) they do contain 
necessary files and they seems to be generally fine
