Undo stuff is added when something is done through the UI IIRC, there is
the theoretical possibility of some sort of macro which deletes a
header/footer in which case there wouldn't be an undo. And there's the
case of opening an existing document which has a header/footer and then
deleting it, that'd still be a little screwed up right ?

Well, I guess the fully-correct code is to become (handwaves a bit) a
listener off the SwModify stuff that SwNodes have and remove on receipt
of a delete, though not sure if that supports exactly what we'd want.
But something of that nature should be possible.
