[ooo-build] kde4 integration

I can't promise anything (as I personally run 4.5 :) ) but the FrameV3
is used because it allows the style of the frame to be specified...I
haven't tried without it yet but will.

The other call could be replaced with lower level X code.

Take note that I don't try to make it backwards compatible because 4.5
often has new features I want to make use of :/

I will take a look at it after the initial porting.
