[ooo-build] Navigation buttons progress

Hello everyone,
I'm a GSoC student, working on implementing the navigation buttons in writer
and possibly more apps.

As suggested by Fridrich, here's a patch of my complete work so far. The
buttons don't appear correctly on my build, and there are some things that
need to be added in order for the icons to appear.

All suggestions are more than welcome.
