PCLinuxOS is a normal Madriva based distro, fork of Mandriva, hence use 
rpms as package format, it uses APT and Synaptic as their prime package 
managers. GoOo repository use repo-md format for repository metadata 
(introduced by yum, but now spread beyond and it aspires for universal 
format). Apt uses it own native older repo metadata format, which is 
incompatible, however there is patch for Apt to support repo-md format 
too. Suse had such though was quite buggy but I tested it years ago. 
Probably you will not find this in Debian/Ubuntu versions of Apt but in 
rpm distributions it is more likely.

a) Give a try to Synaptic/Apm. Add GoOo repo as a normal package source.

b) Play it safe, install Smart PM (gui) and yum (backend) and add GoOo 
repo as a channel. Smart is sort of similar to Synaptic but it can 
handle multiple backends (yum, urpmi, rpm, apt, ..)

These are smart ways, they save you from downloading unnecessary files 
and keep your OOo updated.
