As it happens, TUG 2006 (http://tug.org/tug2006) is taking place in
Morocco next week.  Lots of Arabic typesetting and font talks.

As for a designer who might be interested in participating here, the
person who comes to my mind is Roozbeh Pournader,
http://www.farsitex.org among other places.  He is a long time GNU and
TeX contributor.  I don't feel competent to tell him what he'd be
participating in, myself :).

A number of free Arabic fonts have been designed for use with TeX over
the years, but the designers have mostly moved on to other things.  They
are on CTAN (http://www.ctan.org).  (If anyone cares, I can give more
details.)
