It's kind of implied but possibly yes.

With a "This line left intentionally blank"? :-) Not sure this is
essential. And yes this line is a example of a copyright holder not
wishing to use an RFN. FAQ items 2.10 2.11 and 2.12 already cover the issue.

We thought is was making it too long.

That's were the CC-like icons come in. (like people putting the icons on
their web space or wearing a t-shirt with the icons and the preamble on it).

Yes I understand your point but contrast that with the issue that many
designers don't want the model to change under their feet even if a
non-profit is the steward of the license.

Do you have a link/source for FSF's recommend but not require approach?

OFLB could have a separate recommendation to designers for that.

The purpose of this is to make it clear that copyright notice and
licensing statement can be in different place/different formats (taking
the opportunity to describe possible places generally) but they have to
be somewhere. Saying text or binary file sounded clearer than say "Font
Software" especially since there are varying definitions of the latter.

We want to keep the order of blocks in the header similar to the way it
is inside the published license.
