[OpenFontLibrary] Can I submit a GPL3 + Font Exception font?

The wiki says the OpenFontLibrary may accept GPL3 + Font Exception  
fonts:

I have created a new font based on a GPL3 + Font Exception font (the  
GNU FreeFont). More specifically, I took the monowidth and added a  
tengwar range in the Personal Use Area. I'd like to publish the font.  
 From the very little I know about licensing, it seems that any work  
based on a GPL work must be licensed under the GPL, so I cannot use  
the OFL instead.

How can I proceed?
