It wants to build some test programs by default, and that requires gtest,
which I didn't have on RHEL and didn't want to build.

So, to build ots-sanitize, edit test/SConstruct and comment out the first
three lines that start "env.Program(...". These are the only three lines
that also refer to gtest_main.

Then run "scons" to build.
