To me, changing the data representation from binary to ascii doesn't
matter at all.

Embedding is when the font is contained within the document, not
linked from the document.

A HTML document with a <style> tag that includes the font inline is
meaningfully different to a HTML document with a <style> tag that
includes the font by linking to it.
