Sadly XRandR is today mostly not working in some major X drivers. 
Thus the spec needs to provide a fallback with Xinerama API + root window 
atoms. Without a alternative multi monitor CM stuff would be inaccessible 
for many people, which is likewise not good.
As well most applications have used that root atom(s) since years. This, I 
would guess, is already the history of the spec.

What applications do you have in mind to need XRandR?
