I guess it would need to be separate from a distribution. It would need to be shareware or a commercial product. So there are drawbacks for sure, but advantages as well. I don't know how it would play out. It would be great to be able to reuse the profiles based on these HTMs thought. There are a lot of them for 3rd party papers, not just Epson's. They're everywhere.
