[Openicc] Color Management in the FHS

pretty much focuses on the needed paths for colour management.
Actual used are the:
* icc/ paths for ICC profiles
* target/ for target data
* settings/ for settings data

Software like ArgyllCMS, LProf and GCM write and read these paths. 
Scribus, Inkscape, Krita, Gimp, LProf, Oyranos and many more read from 
them.
