To be honest, I'm not sure.

Where are you trying to build the documentation? What you do need is
gtk-doc for pulling together the API documentation, and I recently
updated p11-kit to use updated build logic from gtk-doc.

Do you want to try to work this out on IRC? I'm at #p11-kit on FreeNode
