[packagekit] Plan for 0.3.0

Right 0.3.0 will be released on Monday. If you want changes to be in
0.3.0 then you have all today and the weekend to push them.

In better news, 0.3.1 will be released on a week Monday, i.e. on the
25th August, as lets face it, there will be regressions that need
fixing.

I'll be uploading PackageKit 0.3.0 to Fedora Rawhide on Monday also. If
0.3.1 turns out to be pretty good, I'll be backporting this to F9 too.
