[packagekit] Dropping libtar

Hello,

libtar seems to be a dead and unmaintained project. Not something to
build a package managing tool on. [1] I am not sure if Canonical wants
to include this piece of software in its main archive of supported
software.

libarchive seems to be a better solution. [2]

Making libtar optionally would require a lot of work. So for me this is
currently a show stopper to get packagekit 0.3 into Ubuntu.
