Yes, I am maintaining these packages for Fedora.  Based on what the KDE SiG 
during beta 3, we decided to package the lib and gui separately.  Both are 
now upgraded to the current release in Rawhide(F10).  Will eventually offer 
it as on option for F9 once gets upgraded.
