why not just

PackageKit-glib-devel PackageKit-glib and PackageKit-qt4 / PackageKit-qt4-devel ?

 I don't get the -libs suffix.

Actually in openSUSE, to follow the shared library policy it should be:

PackageKit
libpackagekit4
libpackagekit4-devel
libpackagekit4-qt4
libpackagekit4-qt4-devel

or something similar ( http://en.opensuse.org/Packaging/Shared_Library_Packaging_Policy )
