[packagekit] Patch for KPackageKit: Feature distro upgrade

Hi Daniel,

I've added the check for distribution upgrades to KPackageKit. Please find 
attached the patch.

Please let me know whether I can commit this feature to svn? Or do you prefer 
to add these changes yourself?

Have you had time to look at my last week's patch that inhibits 
powermanagement sleep while package installation?
