[packagekit] (part 2) detecting if a package is in the local cache

The attached patch adds the following text to the Details::size value:

"If the package is not installed, and already downloaded and present in
the package manager cache, then this value should be set to zero."

So for:

Installed files = size of package
Not installed, not in cache = size of download
Not installed, in cache = 0

I don't think this would break anything, as it's only with the new
update viewer that we're calling Details() on updates.

Anyway, does this patch make sense? Comments welcome,
