[packagekit] Implementation of searchFiles in APT backend

The version that is packaged is an old one,
currently aptcc supports everything that
the python version does but what-provides and
get-distro-updates since those rely on other
applications to work.

You will probably want to compile it
on the next Packagekit release, (right now
I'm finishing some bits of it).
