pkg.m4 should not forbid pkg-config environment variables from configure.ac

Is there some reason that pkg.m4 forbids all pkg-config environment 
variables except PKG_CONFIG and PKG_CONFIG_PATH from configure.ac files?

I have a reason to use PKG_CONFIG_SYSROOT_DIR in a configure.ac file but 
it is forbid. For now, I am working around it by using an 
m4_pattern_allow in the aforementioned configure.ac file. However, it 
would be nice to fix it in pkg.m4.

I have attached a patch that fixes the problem for me in pkg.m4.
