.pc file should be generated at "make" time, not "configure" time

Yes, you're right. But for autotools-based packages it's just
easier (less to type) to simply add yet another AC_OUTPUT()
call than writing separate make rules.

Perhaps we could provide some new macro PKG_CONFIG_OUTPUT() which
hides all the logic and adds proper rules into the Makefile output ?
Maybe there could even be a macro which takes all the required
information as parameter, so no more .pc.in files have to to 
maintained ?
