Not all variables. Depends on their actual semantics.
For example, if you rewrite installation dirs, you'll risk
running into big trouble, when these dirs are later used on
the target system (eg. it's quite usual that programs look
for their runtime resources under $datadir).

No, there isn't. Many packages have to be fixed.
