Proposed: startup-notification (spec)

I'm proposing startup-notification as a spec with this mail.

Rationale:
startup-notification provides for a cross-platform way for apps to send
notification that they are, indeed, starting; visible feedback. It is
supported by GNOME, KDE, and (I believe) XFce.
